The Applied Behavioral Sciences, Division of Forensic Behavioral Sciences, is organized to advance the health of communities in Cortland County, NY and provide fiscally responsible clinical service in the specialties of forensic behavioral and mental health. ABS will meet the mental and behavioral health needs of clients seeking help or those referred by all aspects of the criminal justice and child welfare systems. This includes, criminal and family court, child protective agencies, alternative court systems, concerned employers, and loved ones.
Applied Behavioral Sciences, Division of Forensic Behavioral Sciences is a Comprehensive Outpatient Behavioral Health, Mental Health, Counseling and Psychotherapy Service that leads New York in rehabilitation and human betterment programming. ABS offers the following programs and services:
The ABS Anger Management and Stabilization Program is designed to build skills and gain insights into the emotional, physical, cognitive and behavioral aspects of anger and its escalation. Anger Management enhances home and social safety, as well as increases self-awareness and promotes life productivity.
Applied Behavioral Sciences provides certified rehabilitation and counseling that helps manage anger and improve impulse control. Help is available if your anger and impulsivity has caused complications in your life such as, deterioration of marriage, loss of employment, or created conflicts with others. If your anger or impulsivity as caused legal or child welfare issues that have played a part in or created accusations of acts of child abuse, domestic violence, or physical assault, ABS can help you resolve these issues.
The ABS Violence Prevention and Intervention Program conducts certified rehabilitation & counseling that address violent behavior. This program includes domestic violence counseling, batterers intervention (BIP), domestic and gender-based violence, accountability, child abuse, stalking and other impulsive behaviors.
This program is designed to provide psycho-educational counseling and rehabilitative psychotherapy. The goal of the program is to provide participants with information, insights, and skills in an effort to assist them in gaining better self-control as well as changing attitudes, beliefs and behaviors that cause and/or lead to domestic violence, battering, domestic gender-based violence, child abuse, stalking and impulsive behavior. After intake, clients will participate in evaluative counseling and services, which will be individualized to address impulsive, abusive, and violent behaviors. This program provides services to individuals who need help with violence, domestic violence, child abuse, stalking and other impulsive behaviors; and/or have problems with violence or intimidating outbursts of aggressive and impulsive behavior.
Domestic violence/gender-based violence is partner abuse, spouse abuse, or battering. It occurs when one person uses force to inflict injury, either emotional or physical, upon another person they have, or had, a relationship with. It occurs between spouses and partners, parents and children, children and grandparents, and brothers and sisters. Victims can be any age, race or gender.
Domestic violence is also an escalating pattern of violence or intimidation by an intimate partner, which is used to gain power and control. The categories of domestic violence have been identified as:
Domestic violence cuts across lines of race, nationality, language, culture, economics, sexual orientation, physical ability, and religion to affect people from all walks of life. Domestic violence is serious wherever and whenever it happens. Racism, sexism, homophobia and other forms of oppression can impact how people experience violence in their lives, and how they are able to get help. Substance abuse problems or mental illnesses, while not responsible for domestic violence, can change someone’s perspective of violence and the kind of treatment that is needed. Applied Behavioral Sciences has developed specific resources for individuals and families in accessing help and support they need to end domestic violence and gender-based violence in their lives.
Child abuse is a form of domestic and family violence. Child abuse and neglect affect children of all ages, races, and incomes. There were hundreds of thousands of child abuse and neglect reports filed last year, and most incidents often go unreported. Applied Behavioral Sciences Violence Prevention and Intervention Program has developed specific resources for individuals and families in accessing help and support they need to end family violence and child abuse from their lives.
Stalking is harassing or threatening behavior that happens repeatedly. Stalking and harassing are quickly growing problems in America and worldwide. Due to increased utilization of internet and electronic communication devices, this issue has reached catastrophic pandemic levels. Currently, it is believed that tens of millions of victims are stalked daily. The pattern of controlling behaviors in stalking is very similar to domestic violence. Stalking behaviors include following the victim, threatening, repeated phones calls, emails, text messages, coming to the victim’s place of employment, leaving written messages or objects, and vandalizing the victim’s property. Applied Behavioral Sciences Violence Prevention and Intervention Program has developed specific programming for its clients to address stalking, harassing and angry aggravated harassment behaviors. ABS develops a self-awareness in our clients how abusive stalking, deranged-obsessive-compulsive, and other harassing, or threatening behaviors can be.
Participants of Applied Behavioral Sciences Addictions Rehabilitation Program are screened for co-accruing issues including chemical dependency and other addictions. The clinical treatment team at ABS are experts in assisting people with addictions in overcoming their dependency whether it be to chemicals or other behaviors. ABS offers substance abuse evaluations with recommendations. ABS provides ongoing drug testing of its clients and offers progress reporting to referring agencies. ABS includes addiction counseling for clients in need. ABS provides OASAS, DMV and court approved substance abuse assessments and evaluations as well as drinking driving counseling.

Applied Behavioral Sciences’ Impaired Driver Counseling Program/ Drunk Driving Counseling Program is a New York State DMV and New Jersey State DMV (IDRC) Intoxication Resource Center approved drunk driving treatment program. This program was created in response to a need to develop community initiatives aimed at altering the current behaviors of drunk driving offenders. The goal of the program is the reduction of fatalities and injuries from motor vehicle crashes involving alcohol, marijuana and other substance impaired teens and adults and includes the following objectives:
The Impaired Driver Counseling Program / Drunk Driving Counseling Program, alcohol and substance abuse assessments, evaluations, and counseling are OASAS (New York State Office of Alcohol and Substance Abuse Services), NYS DMV (Department of Motor Vehicles), New Jersey State DMV, IDRC (Intoxication Resource Center), NYPD, New York City Police Department Legal Services, and Criminal and Family Court Approved Programs.
New York State (NYS) residing clients can be evaluated and treated to acquire the NYS DMV DS-449 form. ABS drinking and driving under the influence evaluations are accepted in most states and jurisdictions, nationally (in most U.S. States) and internationally (if you were arrested in any country for a DUI or DWI and need a drinking driving or substance abuse evaluation or have questions regarding the evaluation, contact ABS).
Applied Behavioral Sciences’ Sexual Behavior Program offers professional evaluations and treatment of individuals accused of, suspected of, or affected by misunderstood or abusive sexual behavior. Treatment includes evaluations and specific psychotherapeutic interventions for individuals affected by sex addiction or deviant arousal patterns, including: cheating, philandering, womanizing, infidelity, adultery, unfaithfulness, paraphilic, fetish preoccupation, femme fatale, incestuous and pedophilic fantasias, sexual impulsivity and sadistic, violent, and assaultive sexual behaviors.
This program is designed to provide the individualized monitoring and treatment needs of each client. This program explores appropriate and inappropriate psychosexual behaviors and offers monitoring, cognitive-behavioral and psycho-educational group psychotherapeutic interventions as well as individual counseling as needed. In treatment the patients disclose their testimony and will be taught to self-assess levels of impulsivity, cognitive distortions, improved consequential thinking, victimizing effects on others, and grooming behavior acknowledgement. They are taught to interrupt offending sex addiction trance or cheating cycles and enact and maintain a safety and relapse prevention plan. Licensed mental health professionals with forensic and deviant sexual behavior specializations provide rehabilitative services.
Applied Behavioral Science’s Sexual Behavior Program is a highly confidential program. ABS helps individuals with impulsive sexual behavior, sex addiction, cheating, unfaithful behavior and deviant arousal patterns. ABS professionals know that inappropriate sexual behaviors are shameful, often stigmatized and cause serious life problems. If facing false allegations of inappropriate sexual misconduct, it can be equally damaging as an actual or misunderstood offense. ABS provides ongoing evaluative counseling and can help stabilize impulsive behavior, redeem integrity of reputation, and help resolve family, marital, employment, legal, and child welfare issues.

The media often quickly finds out when a well-known performing artist, actor, attorney, doctor, business owner, athlete, police officer, government employee or politician has been compelled to seek treatment for behavioral health or addiction issues, especially if it is under mandate.

This population has a unique clinical and psychosocial circumstance that requires specialized treatment approaches geared towards satisfying behavioral treatment goals and outside mandate obligations. Our clinical director is affiliated with the New York City Problem Gambling Resource Center (PGRC) as a participating clinician in their referral network of Problem Gambling Treatment Specialists.

I am not angry anymore.
I am so glad that alternatives are available for my clients. I often find it best to recommend immediate enrollment in ABS outpatient services for defendants arrested for domestic violence, assaults, or sexual offenses. This helps them not only legally but emotionally and behaviorally. I was instantly able to find services at ABS for clients that speak English, Polish, Russian and other languages.
The hardest decisions I must make are pertaining to the welfare for children suspected of abuse or neglect from homes shattered due to anger, domestic violence, addiction or sexual abuse.
